The changes will be minimal. I'm pretty confident saying they will include:
1) Aircraft can stay on CAP from turn to turn (like OW)
2) +1 to hit on all AA values when on Intercept or CAP
3) BMs for coming under fire from Intercept/CAP (for some bizarre reason, it's not now)
Those will all make fighters a better option for AA defense compared to ground flak, but don't really protect them as such.
There are others under consideration but I'm pretty sure the above have support from the entire ERC (and since Jervis wrote 1 and 2, presumably JJ as well).
