Hadn't seen that basing material before but will definitly have to give it a go for the urban pieces.

It's looking that way. the problem is finding a bag that doesn't disintegrate as soon as you clobber it.

Something like a burlap bag should work.

You might try real slate floor tiles, they flake very easily, and with a suitable small hammer you could get the pieces you want. I tiled a floor in them recently, and if I remember correctly the customer got them from Wickes DIY store, and I think they were dirt cheap ( something like ?5 for a box of 10 30x30cm tiles ), although they may have been an end of line, hence the low price. I think even burlap will fray after a while, slate is very sharp. If you get the pieces reasonably small a mortar and pestle would be perfect for finishing the job.

I would think this could be duplicated with cheap cat litter.  

I would first use some type of small strainer to sift out the tiny parts that are already the size you want.  

Being clay based, it should break up pretty easy.  I'd use a sturdy ziplok style bag and instead of pounding it, roll it with something similar to a rolling pin.  

Start with light pressure to make sure it doesn't crush it to powder.
Just watch it closely and you should be able to get some usable pieces.  The only problem would be then removing the powder/dust.

It'll be alot cheaper than that kit.

Have you tried playground sand?  (Not sure if you can get it in UK, but it's available at DIY stores in the States)

IIRC, a 50lb bag of the stuff is $5.  It also isn't really sifted, so there's a large amount of variation in size (compared to building sand, which is VERY uniform).  That's actually a good thing though.  A friend of mine uses playground sand or beach sand for every one of his models.  The final effect is great.
