I think, the Plasma weapons should also be stronger in the AMTL list.
I would give the Cannon and Destructor "ignore cover". They are MW already, but with that rule the -1 cover to hit modifier is also ignored. This is AFAIK better than the disrupt ability, as it also helps against troops who are not that vulnerable against Blast Markers.

Blarg.  I think you are forgetting the destructive focus of a weapon.  At the moment the most destructive weapon (in the AMTL V2, not modular weapon costs) is the volcano cannpon.  Hits on a 2+ ignores cover armour and RA, and removes D3 DC from WE.  It is great and totally destructive.  However it is all but useless against massed infantry, or even armoured assaults.

There you need something with a high rate of fire, so turbo lasers, vulkan mega bolters and gatling blasters come into their own.  All of which are a cheap (either in cost for Modular weapon cost or in tacticalweapons for AMTL V2) alternative to the heavier weapons, such as volcano cannons, melta cannons and the plasma weapons.

Plasma offers a better choice compared to the main three weapon (VMB, TLD and GB) since it is a MW.  However this has its own disadvantages.  In game mechanics their hits can be allocated to the wrong target and they are slow firing, so only have half as many shots (and in MWC they cost more).

Also what sort of target do youi use to decide how good a weapon is?  the basic three are all equally useless against a RA4+ tank.  IUT doesn't matter if they hit on a 5+ or 3+ the tank will more than likely survive.  Against such a target the plasma weapons win out (on 2+ to hit) or the volcano cannon (if plasma weapons are 4+ to hit).

However if the target had only a 5+ save or worst then the basic weapons are better, as they have more shots and can killo more (a volcano cannon is over kill against an ork satnd)

Finally I love the idea of having power poits for titans to see what they can take.  I was planning to suggest something similiar, but vasttly more (or was that too) complex.  That also involved space taken up and weight.

VCs are even sadder when firing at mixed infantry/vehicle formations using the experimental rules. ?As long as you can apply AT hits to all the vehicles, the defender can assign the VC hit on the infantry. ?Using a VC to take out a Guardian stand is overkill, and is even more ironic when some perfectly valid 5+RA Waveserpents are assigned GB hits (which they then save).
