Swarms for Turn 1 are decided at deployment *before* Turn 1 starts. In all other turns you check for swarm composition at the beginning of the turn. You can't deploy Brood creatures outside of Synapse range when you're first setting up your units.
Those swarms can act normally in the first turn taking whatever action you like.
