I agree about the pick-up-and-play thing, certainly with the other systems.

I've played plenty of games of 40K with made-up units, characters or even whole armies, but most of the time I prefer doing so with people I know. My friends sometimes let me use my 'life is cheap' rule with my LATD to allow me to shell into combat (I have been known to get slightly distracted from silly unimportant things like 'objectives' with the prospect of blowing up my own troops), but I would think of 'springing' it onto a new player, and I would be leery of playing against some strangers 'made up' army, which in my experience tend to be 'blood angels only stronger' or somesuch.

While the Epic community is different - virtually all the armylists are in development, and players tend to be distinctly more experienced and mature - the stamp of officialness is still a boon to just using the army.
