OK, thank you for clarifying your intentions. I now understand your perspective. I must have been reading too quickly. 
I would now ask, what is your motive in the suggested FP increase on two ships? I'm not challenging you, just simply asking for the reason for the FP increase.
The reason I ask is in your initial post in this thread, you site some admittingly thought provoking background, and then go on to describe how you would accomidate that fluff into E:A. There's not really a driving motive for the change outside of - there's some fluff you'd like to incorporate into the list. I don't necessarily see a problem that you are siting, just a desire to incorporate fluff - not that this is a bad thing mind you!
Following Honda's questios and BaronP's comments, you go on to say that Tau ships lose the orbital bombardment's that other races have, but you create an argument for Tau ships having the potential to do the same amount of damage to infantry - even if they don't rely on bombardments. Its not a bad argument, but this implies that you desire a barrage-type equivilent for the Tau intergalactic ships and that perhaps your motive is not fluff driven but you are trying to create a particular equivilency of effect found in other lists. Again, I didn't really see a problem in the Tau list that you were siting and working to fix - not that it was your goal in the post, just making an observation. 
When Dobbsy brings up the point that the existing 150 point ship is balanced and works for the points in the list, you then counter with a 50 point increase proposal to get the gravetic tracers on both ships and thus justify the ability increases.
That brings me to my comments - and you've clarified your intentions for me clearly enough.
I personally would not like to see the lil ship increase in points.
As the lessor ship has the pin-points but is useless against the mass AV or infantry line, I think this is a good negative to the ship. it doesn't do everything, but what it does, it does well. Pin-point is very tau-fluffy to me. As the lil ship stands, it takes 150 out of the 33% for air/titans. It gives you an activation and a means to drop in some transports without getting carried away on the points. If the enemy doesn't have WE, well, that's kind of the tough luck for getting a cheap ship to do a drive with isn't it? A ship that doesn't do everything is OK with me. Its primary goal is to aid the Tau in much needed quality WE slaying attacks - it does that. Its also a means for planetfalling units - it does that. Should someone require more in their battle plan, I'm not opposed to them getting it, but I think they should pay for it - and I think it should come in the form of a larger class/pointed vessel (as long as balanced). After all, many lists have two ships to pick from.
My vote at present is to not change the lil ship.
Now, regarding the addition of the second more expensive ship (custodian) you may find that the public will have a more open mind about a creative development license to playtest out this gravetic cluster concept on.
All this said, I still wonder what the problem is we're working on here with a larger Tau ship. What does the Tau list not have, that you feel a more expensive ship with gravetic cluster drop system + whatever other abilities/weapons is going to solve? Is it really designed to fill the lack of orbital barrage role?
Just trying to get in your head a bit to understand the problem and goal.
