Yes actually.
You appear to have to go in through the front of the site and then page into the epic rulebooks section.
It might be checking cookies or something to prevent hotlinking.

The error sounds like a database problem. The mention of records and bof/eof (beginning of file and end of file) make me think this. It is quite possible the pages are construcrted from database information, to make them easier to alter without changing the web code itself.
