I can’t find an FAQ on this but the way it is often played is if the most expensive unit on the table has been destroyed then BTS will be achieved. So unless the aircraft are actually destroyed they won’t give up the BTS condition.
So the worst case scenario is when your expensive aircraft formation flies off at the end of T3, if the next most expensive ground based formation was destroyed that turn you would loose the BTS point.
My main concern is that this list just would not be any fun to play against. We’ve seen with Marine and Ork lists that when you max out on aircraft formations the game balance breaks and your opponent will have minimal opportunity to react to anything you do.
My suggestion for how to represent Phantine Air Corps would be a list representing an airfield defence force following a normal Guard list format, but avoiding bigger aircraft formations or more of them. Instead it could have some interesting aircraft options and upgrades:
Arvus Lighters as air transports (they’re being released for AI).
Aces and veterans with extra bonuses vs certain targets (all weapons have Lance or Disrupt).
Initiative 1+ on aircraft
Aircraft formations which when activated are always back at full strength representing the fact there are lots of them.
A generic aircraft activation which could be any combination of aircraft from a selection each game or each time they’re activated.
The key point being there are not more actual aircraft or aircraft activations.
I do love the idea though! Something different!
