There are a couple of fan ones floating around but none from The rulebook nor swordwind/raiders/seige supplements nor from the epic-uk lists either

So what is the best way of getting it put into an "official list" e.g. one created by the guys on this website etc?

erm, i guess something along the lines of make a list. Play test said list and get others to play test it. Correct any imbalances. Repeat previous 2 steps until balanced then ask if it can be included in an upcoming expansion not sure how to get epic-uk to approve lists...
