It's not really a stormtrooper regiment per se, but the local IG player likes to use a fairly infantry-heavy force with multiple trooper formations in mutual support as a maneuver/assault element. He is convinced Trooper formations need to be in pairs because they are much less effective without the mutual support.
The core is:
Infantry + fire support and Russ Company - a wall of fire for the troopers to maneuver off
2x Stormtroopers in Valks
That's 1700 for just the first 4 formations, but by the time you add some Sentinels and Tbolts, the activation count is back in a reasonable range. You would have support slots to add in 2 more Trooper formations, as well, so you could go with something like...
Infantry + Fire support
Russ Company
4x Troopers in Valks
Sentinels
Shadowsword
Tbolts
Tbolts
3000 points. 10 activations, most of which are decently hard. 4 Trooper formations.
