Part of this harks back to the fact that the marine list is still structured like it was back when EA was released in 2003 (3rd edition 40k era) and the reluctance to give it an overhaul.
If you look at the newer EA army lists, their fliers are all included in the 1/3 pts section, so it would make sense to follow suit for marines. So I would look to push the landing craft and thunderhawks into that section of the list.

A little off topic, but if we are looking at rejigging the fliers section of the list, I would also consider dropping the navy units completely and bringing in the newer marine fliers which are a core part of the army list these days (Storm Talon, Storm Raven, Storm Hawk), but thats just me and my crusade to update the marines :)

I think the landing craft would largely be consigned to the scrapheap if we put it in the air allowance given how much it takes up ;) I think the marines were always meant to be more flexible so you could create very specialised taskforce-style armies compared to the more homogenous guard regiments

On the flyers, I'm with you there, I'd prefer to see the new flyers adopted across the board for all new marine lists and am trying to encourage that with all currently in-development lists

I'm loathe to make significant changes to the codex list (barring the thunderhawk one) as it's one of the most balanced, flexible lists we have, it makes a very good list to test against (basically if I beat dptdexys using his marines more than my usual 'once in a blue moon' frequency, then that is a good indicator the list I'm using may be a wee tad overpowered)

We've already kinda got it with the kitchen sink list, but that is not, and will never be, tournament legal, unless you're a pretty relaxed bunch ;)

I do think there is milage in perhaps developing an 'Ultramarines' list which is basically modern codex marines with the new toys

but equally, most stuff is pretty easy to proxy, I use my storm talon models as thunderbolts all the time, as do plenty of others.... I think sometimes we lose sight of the fact that EA is quite an abstract game when you boil it down

I dunno....
