Mechanically? The only real difference between a regular Marine and a Primaris in 40k is an extra wound and attack per model. At Epic Scale I'm not convinced the extra CC attack matters a whole lot but the little bit of extra survivability could be represented by giving them an Invulnerable Save or something?
Same we don't have a 'Reinforced Armour' save that gets rolled after the first one is failed but is a different value...
5+ Reinforced armour is ever so slightly better odds than 4+ flat but also resists macro slightly better so would be a small way of making Primaris tougher than normal marines?
