AP5+/AT5+ would be a super upgrade from the standard Missile Launcher, the range drop is irrelevant as Marines want to be within 15cm for supporting fire if possible.
I quite dislike the bland "heavy weapon" name.
You want to downgrade 'em, give 'em Heavy Bolters.

Give them anti-tank squads.
As a Chapter heavily infilved with tank warfare i would expect them to have a certain amount of AT weaponry distributet throughout their infantry.

All your Devs could have a lascannon and a heavy bolter or missile launcher.

You could arm the tacticals with plasma cannon.
