I don't have a problem with a charter if that is what the more experienced players around here think is necessary. Speaking personally, I think that there has been a lot of unfair criticism of people who are unpaid volunteers, and not full time games designers. There are, however, a couple of points that I would add as caveats:

1. I don't see the need to be excessively draconian with the number of games played each year. Epic doesn't change as much as 40K does, for example, so you don't need to play as many games all the time to keep up to date.

2. Is it really necessary to stipulate that you must play x number of games per month? To me, that seems to be missing the point of the complaints which some have raised about ACs. Surely, it's necessary to play more when there are changes to test, and that would be a better concept to work into this charter than a specific number of games during a month.

There have been multiple cases of AC's who have continued to hog the awesome power of AC'dom despite not playing any games of Epic in several years.

If you're not actively playing Epic, you do not deserve to hold the position of Epic list developer, and frankly 2 games per year does not indicate active gaming; Attending a single 1-day tournament in an entire year will give you 3 games.

Well in Germany we have something called an "Ehrenamt". And the name says it all:
Ehre = Honour
Amt = Gouvernment Agency or a Executive and Judicative Service

Wikipedia translates Ehrenamt simply with Volunteering which doesn't do this justice.

Fact is: If you volunteer for a position then you are honour bound to upheld the responsibilities of this position.

The only difference to paid work is that you are NOT paid for your work.

Is there any way for players of a certain list getting a list moved upmin the status order without th lists AC approving of it? Or do the AC:s have absolute power over development?

Lets say that you disagree with an AC:s way of handling a list. You do your own version and actually playtest it. You also get other playergroups to do this and after 16 playtest it shows that the actual list is very balanced and many of the players prefer it.
But the AC doesn't and refuses to back it.

What happens then? Is there any failsafe mechanism that prevents Stalin-style list development? Any way to do a development coup de tat? :-)

If a list sees three separate groups play it over fives times each I'd hope an AC would take the hint that maybe the list is worth looking in to/supporting. If not, I guess we'd handle it on a case-by-case basis.

Hmm, I've been in a temporary downpatch due to real life issues, and turned down NetERC responsibilities for that reason. But I think the charter gives some helpful guidance, and clear objectives for playtesters too.

Black Legions concept of Ehrenamt is a good one to keep in mind also I think.

The approval process was changed from this:
