I agree with this.
The Space Wolves list uses the Pack Mentality special rule which employs a 10cm Commander rule for combined assault and a 5cm defensive Commander but that was written in to help strengthen the design of the list as a "small horde" feel. The list has drawbacks to compensate this. The rule itself works quite well when you get to use it in game but it is very situational and takes a bit of practice with it just as the normal Commander rule does. You have to set it up just like the standard Commander rule. The extra range is only a small help - the player still has to learn how to use it properly.
It seems this discussion is levelled more at the SM Commander than any other list. If a change to Commander will effect other lists simply because Marine players can't use their captains for the price/way they want then this should be left alone. Marines have coped well enough in the past.
That said, a discussion around the specific
Marine Commander rule could always be had if we want to talk about it but I'm still hesitant about it as it would not only make Marines even more powerful in the hands of great players but secondly it would impact the SW list as then that list is lessened to a degree, because why would you bother with SW if you can get a similar effect with Codex troops...?
