Not sure, but you can remove at least 2.5% to the current rate...
So if the current rate is 1 GBP = 2,0553 USD, PP rate will be 1GBP = 1,9834 USD
This is explained in the Paypal fees table.

There should be a Manage Currency link on your PayPal account page that should lead you to a second page where you can selcet a currency and then click the "Convert" button to see what their currency conversion rate is
