I'd say you're quite wrong on the level of detail on my timeline figures, but then, Hawk have some fantastic painters behind them, and I do not. In addition, bobble-proportioned figures are simply easier to paint and sculpt.
Miniature making is an art, art is subjective. E&C you are making broad sweeping statements about a subjective topic like they have facts that can be defined and measured.
From my subjective opinion, there are many traditional sculptors who do better 10mm figures, GW's Warmaster, and Copplestones 10mm fantasy, and Eureka 10mm figures are all, in my totally subjective opinion, better than yours and better than Warhawks.
As for proportions, sometimes a sculptor (or in your case, a designer) may vary such things, to show dynamic movement, or help ID important units, and characters. Again, this would be a subjective artistic decision.
Some of your figure designs from my personal experience can be like painting on a blank canvas. Often they lack clearly defined physical breaks between features such as hairlines, between skin and armor, etc. The painter has to make this definition with paint, I find that odd in a miniature and a step backwards in design. Yes the exagerated, bobble-proportioned (as you derisively term it) are easier to paint, and in my subjective opinion, look better on the game table.
You, and others of your design school, have your opinion, preferences, and tastes and I, and others, have theirs, my main point is none of our artistic preferences are facts as you state them, they are just styles and preferences and are totally subjective.
