The thing is, most of the variant lists don't need many new models or that much playtesting.
I would guess that the extra models for all variant the armies combined would be about equal to 1-2 core armies, but they add alot more variety of armies to choose from than 1-2 more core armies would. So from a marketing point of view it seems logical IMO. (although I too would prefer the core armies come first)
