Moving cautiously reduces the units move to 5cm. Usually terrain is easier to move around than through, so moving cautiously is used if you want to end your move within the terrain, e.g a vehicle wanting to benefit from the cover of the ruins.
The 5cm move is for each move, so say you had a rhino (move 30cm) and wanted to move into some ruins 20cm away. You could double, one move of 30cm (or less) to get you to the edge of the terrain, and one move of 5cm (cautiously) to enter it. Note that you can choose which of your moves are cautious, so if you trebelled, you could do a 5cm, 30cm, 5cm - e.g if you were moving from one dangerous terrain to another
