Yeah I figured it would be vulnerable for those reasons. There still seems to be a difference of opinion between people over whether aircraft landing in another formation's ZOC is acceptable so I don't quite know. If played not then that would make it viable to screen them initially at least.

. . . And that is at the heart of the past (very lengthy) debate.
On one hand, a scout screen has the power to stop an Imperator titan (albeit very briefly), so should also stop air assaults. On the other hand, air assaults can fly straight over all units, so should be able to ignore the scout ZoC.
Basically E:A is a game with a set of rules - it isn't a true simulation where all minutiae are modeled to ensure the greatest realism possible. Consequently this becomes a straight choice between the two views which the ERC passed on to the TO for each event, or for discussion during the 5 min warm-up.
My personal view has always been that the scout screen should be effective in all cases, requiring the attacking player to deal with it, not least because that makes the game more challenging (and enjoyable IMO), though others differ.
