Partial cover and suppressed units

Formation A wants to shoot at formation B.

Unit A1 (closest) has clear view on formation B.
Unit A2 has partially obscured view on formation B.
Unit A3 cannot see anybody from formation B.

Formation A has enough blast markers to suppress one unit.

Now, when A1 shoots, does it get -1 cover penalty to shooting or not? i.e. do we first take out suppressed unit (A2 is in range and can see target), and then we have only A1 left who does not need to shoot to cover, or does formation need to target to cover to be able to suppress A2?

(I see this a bit similar to flak things, as units without actual power to shoot at flyers can still be suppressed.. so in same sense, how the A2 would shoot here is irrelevant, and A1 will not get -1, but our opinions about the subject clash here)

A1 would be able to shoot without penalty, A2 would be suppressed
