Not opposed to the idea, but if it gets a 'NetEA sanction' it will dilute the attraction of the various sublists. Why bother with Blood Angels if you can have Baal Predators and Storm Ravens in the Codex list? Personally, I think things like this are best left to houserules – for example, my group uses the rules for the weapons actually on our Titan models (using the AMTL list for the points and rules), rather than the standard weapon layout.
My point is that you can already mix the models, rules and points from different lists, and you don't need an 'official sanction' to do so – just discuss it with your mates

Having a sanction for what should be (in my opinion) a friendly decision, gives it an odd air of semi-officialdom; and since all the development we do here is already non-official, it just seems to muddy the waters unnecessarily.
I understand and see your point. But I guess this is where we differ a little. I think a Capitol Imperialis should be available for the standard guard lists or that a TH transporter should be available for vanilla lists and not just some variants. Why can't the main guard list field all the superheavy tanks (storm blades etc.). Also I think titan weapons should be more readily available for all the lists that field titans.
Everything is possible in friendly games, but I would love to have an addendum for each vanilla list with these older or more differentiated models..

edit: Ultimately I will probably have to devise my own supplement lists come some dark sinister Scandinavian winter, but I would love
some one else to do the work for me... I mean, a semi-official list that everyone can download when they download the EA compendium...
