Allowing "
CAP a
CAP" is a house rule only so if you want to use it I'd use the following answer but keep repeating step 2 (alternating with attacker then defender) until all Interceptions are done, then run with steps 3,4,5 and 6 working from last formation in to original attackers then go to 7.

Does this position mean they can fire from this position defensively without activating as an intercept?
Whilst at the edge of the table they are not "on table" so do not get any defensive AA before they actually come onto the table (and they cannot be attacked there either). They are placed where they will "enter play" they have not yet "entered play".

That is the only reason they are placed touching the edge of the table, to show it's starting point. there are no rules about facing as far as I can tell so they could enter from any direction. .
