They're only dead because insufficient play testing was carried out to justify a change being made. If more play testing results were forthcoming, they could be revived. Alternatively, a new discussion could be started. Change won't happen without sufficient play testing results to justify it though.
As for approving this list, there might have been play tests during that period, and they could well have been rigorous, but how many play tests were there? By how many players? Were they against a wide range of armies? If the answer is positive to all those questions, then you'd have a strong case for pushing for it to be approved in my opinion.
