In a much-belated look over the list, I was looking at the Shadow Spectres. The stats seem a bit off to me.

They seem pretty slow - they do have jet packs, which do make them somewhat quicker than foot infantry. Perhaps 20cm or 25cm would be more appropriate?

Their FF seems low - I mean, they basically can all shoot a krak missile in a firefight. 4+ would seem justifiable.

Using 4 guys per base, the range on Ghostlight would be 30" (which'd be 30cm, tops, in Epic). It'd be pretty good against infantry, too, though (probably good enough for AP5+, IMO). Why Lance? Because otherwise their anti-tank prowess is greatly exaggerated?

Basically, I'd do something like:
Inf
Spd 25cm, Sv 5+, CC 6+, FF 4+, Ghostlight: 30cm AP5+/AT4+ - Jump Packs, Invulnerable Save

I don't *think* that'd make Warp Spiders or Swooping Hawks obsolete, and I feel like their role on the battlefield'd be a lot clearer - suddenly they're a float around and shoot people surprisingly unit, rather than being fairly basic infantry. I could be missing something, though.

There is some room to increase their speed a bit but I wanted to start conservative.

Units with good AT attacks rarely get a good FF ability.
IIRC I originally argued for FF6+ but was talked down to 5+.

Justifiable, perhaps, but we wanted to focus more on their AT role.
I'd start with AP6+ to start with, if AP was introduced.

They carry smaller versions of the weapon found on the Fire Prism tank... which has Lance.
Importantly, it helps give them a clear role that's distinct from the other Aspects.

IMO that'd be overpowered, not enough weaknesses to compensate for their strengths.

Just want to note that, if I remember stuff correctly, a heavy bolter has range 36" in 40k and 30cm in EA.

I'd avoid AP attacks, as they're AT specialists. ATX+/APX+ is severely overused IMO, weapons with dual firing modes should be the exception, not the rule.

Aye and a Hellhound has a 24" range. Ranges are (a little) mutable when translating to Epic.

What is the current state / status of this list?

I can't see it in Army list compendium 14/01/2014.

That's because it not was developed as a NetEA list by E&C's choice. It could become one; but the design space is occupied by Yme-Loc right now. We would need to have a discussion about whether eliminating one list or developing in parallel with distinct design briefs would be better.
