I assume the PDF rules are correct and the Armyforge needs to be updated but I just wanted to clarify. It doesn't really affect anything but the Warhound Pack as that is the only formation that has more than 1 titan.

Just realized you can only take the single weapon surcharge 'upgrade' once anyways in armyforge. Move along! Move along! :P
