I don't care if stealers and lictors are 2+ or 1+. They will be different from synapse swarms either way.

The complexity isn't huge here, folks. Eldar (and indeed any Imperial army with allies) handle differing initiative just fine, and orks handle varying initiative just fine. Combining both in one army isn't going to make anybody's heads explode. Certainly not with a majority rule (synapse) with 3 clear exceptions.

Having Raveners in both independent swarms and synapse swarms could be confusing, but nobody's arguing for that.

The point is Raveners in both Synapse swarms and independent swarms is how it is now in some lists and what we're trying to work around. The proposed two tier solutions are list based rather than rules based so it would be useful to have some sort of list designers guide laying out which units are allowed where. At least one out of the 5 or so lists that were around allowed Gargoyles, Raveners, Harpies, Hierodules, Trygons and Mawlocs to appear in both a synapse formation and an independent formation. With lists following the 9.2.1 method allowing different initiatives for identical remnant swarms.
