Sorry, but that is the opposite of the rules as written. It is written quite clearly that:

Each die may be given a separate target, so you can spread your fire around or concentrate on one target. Units with multiple weapons and weapons with multiple dice may spread the dice among different targets.
So it clearly states that each weapon with multiple dice can shoot different targets. Otherwise it would make some units/weapons near useless. A vulcan megabolter with 8d4+ (0) would have to shoot the same target? It is meant to kill multiple infantry units.
The colossus would need to fire alle 8d4+ (-2) battel cannons on the same target? It is meant to shoot multiple targets. The cyclops is the pretorian for 1 target fire.
Weapons like to pulsar (eldar titan weapon) generates multiple hits and they have to be on the same target which would generate the many hits on only a single target. But many dice can be spread around and that has been said on this board before when explaining shooting (you have to distribute alle dice from weapons before resolving, but you can distribute them)
I (and the rules as written) disagree with that ruling.
