I know this is a dumb question, but when a character is based on a stand with regular troops do you use the character's stats and the troop stats or just the character's stats

for ex If an Eldar Warlock is based with 4 Wraithguard does he use his stats and the Wraithguard, in effect shooting twice or does he just use his stats and the Wraithguard are just for show?

Generally, the troops around the character are optional and are ignored as far as stats are concerned. Thus you can use whatever leftover bits you may have sitting around without fear of altering the stats.
