A couple of background bits when looking at the Tau:

I know that the Tau use a different method of Warp travel (skimming), and that this is reasonably slow and generally not very good, but is it possible for them to expand far using this technology? In other words, are the Tau solely limited to the Ultima Segmentum, or can they be found elsewhere too?

Am I correct in saying that the Fire Warrior arounr is pretty much as effective as Marine Power Armour? Sure, the wearer is different and not as good, but the armour itself seems almost identicle.

Taus can expand as far as theyu want. The problem is that since their travel speed is limited (as you pointed out, they "surf" the warp instead of navigating it) a certain tau will never reach the otgher extreme of the empire in his life-span: it will simply be too big.

Now, can taus exapnd further? My answer is a clear "yes!".

If the Taus have a knack for something is for brainwashing others to join their platonian republic (the social system they use) and become part of the expansionist tau empire. Now, if they enter contact with navigators from any race with psychic `powers big enough to guide a big ship through the warp 8an event likely to happen eventyually) they will be able to have their own set of navigators. Then, they will be able to expand :)

On the armour thingy.... I wouldn't say so. The Tau armour acts in SOME ways like a power armopur (it increases the strength and protects the wear5er) but I doubt that it will have life suppo0rting systems or all the tricks that the marine armour has. it is also lighter than the marine armour, since the dudes that carry it are not superhuman and so offers a lower level of protection. However, it is by far the best armour generated for the basic troop in all the universe of 40k (NB: Marines are NOT basic troopers of the imperium), offering good increases for the characteristics of the wearer, targeting arrays and an extremely high degeree of protection given its weight.

Still, power armour is exactly that: powered-up arnmour, and so has way more capabilities than a much lighter set of armour like the tau one.

Can't speak so much on the BFG aspects of their expansion.

Regarding armor, there are multiple types of armor available to the Tau.

Tau Firewarriors (grunts) have 4+ armor so this is the equivilent to marine scout armor.

Tau stealth suits have 3+ power armor equivilent. They also have displacing technology that makes shooting at them as hard as shooting at night fight conditions. Basically, if you are too far away, you just aren't going to see them. Also, charging them counts as charging into cover as they are hard to see. Finally, they have jet pack technology which allows them to leap over interveining terrain like a jump pack, but it also allows them the epic equivilent to eldar hit and run ability.

Tau crisis suits have 3+ power armor equivilent that also gives them a Tougness increase which is even effective for instant kill. Furtheremore, they receive a +1 wound increase from the suit. These suits also have tau jet packs allowing them to effectively hit and run in epic terms. The suits also have 3 hard points for mounting weaponry and wargear. Finally, these suits are extremely agile allowing them greater flexability than power armor, but it also affords them a stable firing platform. They are allowed to move and fire rapid fire weapons as stationary. I should also note that the wargear upgrade option for these suits allows for things like 2 shots instead of one, shield drones with 4+ invulnerable save, or shield generator which gives them a 4+ invulnerable save.

Tau broadsides receive a better than power armor save. They also receive the Toughness and Wound upgrade that the crisis receive. They have a 2+ armor save where power armor has a 3+. In exchange for the jump pack, they also get twin-linked Strength 10 railguns and either Smart Missle Systems or twin-linked plasma systems. They also receive one hard wired wargear system! This suit has a 2+ (terminator) armor save but can also receive the same wargear upgrade items that the crisis suit can. As a result, it can actually be more protective than a terminator suit.

While the Tau spaceflight is generally less speedy than the Imperial version, it's also not possible for the Tau to get 'lost in the warp'.

The Tau are pretty much limited to the Ultima Segmentum right now, but I don't see that lasting for any major length of time.

Tactica's got it right for the Tau armor.  I'd also add that Tau vehicles are better armored than their Imperial counterparts (Devilfish has better side armor than a Chimera, and Hammerhead is better than a Predator).  Generally, Tau hardware is (much) better than the Imperial counterpart, but the Imperium has manpower numbers and actual effectiveness in CC to it's advantage.
