So I decided "Why don't I start playing Epic and expand my Ork army to a full horde." I then realized "There's no easily workable proxies for models out yet, and Troublemaker Games hasn't released their plastic sprues for infantry yet."

The solution is Speed Freeks with nothing but vehicles, an easy task to scratchbuild/sculpt. Which comes full circle, I need general measurements for Wagons, Battlefortresses, Buggies and Deth Koptas so that I don't undersize and make a big issue at a tournament, if I ever participate in one.

Which buggies, wagons & battlefortress do you mean ... I've go Epic from '90 thru current ? Also you may just ask here ... some of the crew may have extras ... and did you check eBay ?

Buggies: 20mm Length x 10mm x Width 9mm Height

Battlewagons: 24mm Length x 17mm Width x 8mm Height

Battlefortress: 44mm Length x 22mm Width x 18mm Height

It's orks so there is obviously a degree of freedom with a few things but those are pretty accurate values for the models I just measured. They don't include turrets, poles, towers, etcs. just the main body of each vehicle so you can add those at your own leisure. I don't have Koptas but I'd imagine them being somewhere between the buggies and BWs.

As L4 says, have you tried looking in the Trades section of forum?

For example I have spare Gobsmashas, Spleen Rendas, Bowel Burnas & Bonecrushas that have available for trade / sale:

I've been looking at used stuff, but I decided to scratchbuild my vehicles for the challenge of it. Similar to what I'm doing with my 40k scale army and scratchbuilding all the associated vehicles.
